When checked, this checkbox allows users to see timestamps adjusted for the time zone they've set in their own User Profile (rather than use the time of the Concrete CMS site's local server).
When public profiles are enabled, users will be able to select a time zone from a dropdown list:
Administrators can always set time zones individually by editing the user's profile in Dashboard > Members > Search Users.
