From this dashboard interface, you can choose which combination of groups and users can add stacks and blocks to pages. 

Limit Who Can Add Which Blocks

Click Add Block to see the detail permissions:

Click Details to control who can add which blocks in general:

You can also limit area on page types to only allow specific block types from the Pages & Themes section of your dashboard.
